Ecuador announces $1.7 billion oil investment (AP)

QUITO, Ecuador ? Ecuador's energy minister says U.S. and Argentine companies are investing nearly $1.7 billion to boost production in the country's two main oil fields by 40,000 barrels a day.

Ministor Wilson Pastor tells a TV station that the fields in Shushufindi and Libertador in the country's northern Amazon jungle now produce just under a third of what they did 40 years ago.

Pastor says the U.S. company Schlumberger Ltd. and Argentina's Tecpetrol will invest in consortiums along with Sertecpet, an Ecuadorean partner.

The partners will get no less than 5 percent of profits from new production in the contract's first year, 9 percent in the second year.

Oil is Ecuador's main export. It currently produces 504,000 barrels a day.

My timing couldn?t have been better.?

A couple of days ago I suggested that you needed to take the numbers game called ?Sudoku? seriously if you were to become a successful investor.?

In yesterday?s Wall Street Journal, a book review on the very subject appeared, titled Taking Sudoku Seriously.? ?

Okay, Okay, the book review didn?t directly correlate Sudoku with investment success, but it was an interesting article, nonetheless.

What does Sudoku have to do with successful investing and reaching your financial goals??

Not much, you say?? Well, I?m with you.?

I?d be hard pressed to present any evidence of any correlation between reaching your financial goals and?mastering the the game of Sudoku.?

But, what happens if we exchanged some words on the above statement?? It would read something like this. . .

What does (following the stock market, picking top companies, keeping up with world events and economic news) have to do with successful investing and reaching your financial goals??

Not much, you say?? Well, I?m with you.? I?d be hard pressed to present any evidence of any correlation between reaching your financial goals and (following the stock market, picking top companies, keeping up with world events and economic news).?

Ah, now you probably aren?t so ready to agree with the above statement.?

I can assure you that the entire industry of Wall Street would vehemently disagree.? Why do I know that?? Because they continue to bombard society with the opposite notion ? that (following the stock market, picking top companies, keeping up with world events and economic news) IS important to you reaching your financial goals.?

Did anyone watch the recently completed Australian Open Tennis tournament?? Financial firms flooded the advertising airways with the myth that somehow (following the stock market, picking top companies, keeping up with world events and economic news) is vital to your success.?

One ad in particular caught my eye, that of a gorgeous young woman standing on a beach with her iPad in hand, checking charts, stocks, graphs and trends.? Who sponsored the ad?? Fidelity, of course, in conjunction with Apple.?

Hmm.? If our culture says it is important, it must be important.?

Or is it??

Zimbabwe doctors report 800 typhoid cases (AP)

HARARE,Zimbabwe ? An independent doctors' group in Zimbabwe is reporting 800 cases of the bacterial disease typhoid in a recent outbreak.

No deaths have been reported in the past three weeks. The Zimbabwe Association of Doctors for Human Rights said Sunday that the nation's troubled coalition government lacked urgency in dealing with public health woes.

In a statement, the group said that amid heavy rains clean water supplies were still irregular or "completely absent" in most impoverished townships in Harare. It said burst sewers were left unattended and meat and fish were sold on streets nearby.

A cholera outbreak in 2009 blamed on the collapse of water, sanitation and prevention services in Zimbabwe killed more than 4,000 people.

Dr. Phil interviews parents of missing KC baby (omg!)

KANSAS CITY, Mo. (AP) ? The family of a missing Kansas City baby has taped an appearance on the "Dr. Phil" show.

Viewers can tune in Friday to watch the interview with Lisa Irwin's parents and a private investigator who's searching for her.

Lisa was reported missing Oct. 4 when her father, Jeremy Irwin, came home from work around 4 a.m. and couldn't find her. Irwin and Deborah Bradley say they think someone broke into the house and took their daughter.

Deborah Bradley has said police have accused her of being involved in Lisa's disappearance. In tearful statements to the media early on, Bradley has repeatedly insisted she doesn't know what happened to her child.

No suspects have been named, despite an intensive search.

(AP) ? A mix of union members and Occupy protesters from across Indiana marched through Super Bowl Village on Saturday in opposition to the state's proposed right-to-work legislation.

About 75 marchers weaved through packed crowds at the pre-game street fair in downtown Indianapolis in the first of what could be several such protests before the big game Feb. 5 at Lucas Oil Stadium. The protesters chanted "Occupy the Super Bowl" and carried signs that read "Fight the Lie" and "Workers United Will Prevail."

Saturday was the second straight day of right-to-work protests in the Super Bowl Village. About 40 people picketed the opening of a zip line in the Village. The 800-foot zip line allows participants to clip onto a wire about 100 feet off the ground and glide almost two blocks.

Most onlookers stared in silence as the protesters walked past them, but some like Jason Leibowitz of Jamestown were upset about their outing being interrupted. "There's a place and a time for this," Leibowitz said. "This isn't it."

Organizers of the march say the protests will likely continue if Indiana Gov. Mitch Daniels signs the divisive bill into law this week.

Supporters of the legislation, mostly Republicans, insist the measure helps create a pro-business climate that attracts employers and increases jobs. Opponents say the measure only leads to lower wages and poorer quality jobs.

Before Saturday's march, Occupy Purdue organizer Tithi Bhattacharya, a professor at Purdue University, led a rally in front of the Statehouse that included union workers, Occupy protesters, two representatives and a state senator among the speakers.

Most emphasized that while the right-to-work legislation appears likely to pass following Wednesday's House vote approving the bill, that doesn't mean an end to protests.

"If the governor signs, I want to shame him out of this state," said Heath Hensley of Occupy Anderson. "He doesn't want us screwing up this Super Bowl."

State Senator Jean Breaux, D-Indianapolis, called the bill evidence that Republican legislators are not in touch with the needs of working-class voters. "If you voted Republican in the past, stop," Breaux said.

Hensley, Breaux and other speakers urged protesters to convince their friends and family members to vote out anyone who decided in favor of the bill.

Another Statehouse protest is planned for Monday's Senate hearing on the bill, and Bhattacharya said that if the bill passes, there will be plenty of angry people who may keep protesting through game day.

The Super Bowl between the New York Giants and New England Patriots is expected to draw more than 150,000 visitors to Indianapolis.

"Upsetting the Super Bowl ? I couldn't care less," protester Lou Feldman of Lafayette said. "This is about my life and my family. Maybe it will make some people notice."

Romney is the aggressor in final Florida debate (AP)

JACKSONVILLE, Fla. ? An aggressive Mitt Romney repeatedly challenged Republican rival Newt Gingrich Thursday night in the final debate before next week's critical Florida primary, demanding an apology for an ad saying he harbors anti-immigrant sentiments and ridiculing the former House speaker's call to colonize the moon.

"If I had a business executive come to me and say I want to spend a few hundred billion dollars to put a colony on the moon, I'd say, `You're fired,'" Romney declared. That was just one particularly animated clash between two rivals struggling for supremacy in the race to pick an opponent to President Barack Obama in the fall.

Gingrich responded heatedly. "You don't just have to be cheap everywhere. You can actually have priorities to get things done." He said that as speaker of the House he had helped balance the budget while doubling spending on the National Institutes of Health.

The debate was the 19th since the race for the Republican nomination began last year, and the second in four days in the run-up to Tuesday's Florida primary. Opinion polls make the race a close one ? slight advantage Romney ? with two other contenders, former Sen. Rick Santorum of Pennsylvania and Texas Rep. Ron Paul far behind.

Gingrich's upset victory in the South Carolina primary last week upended the race for the nomination, and Romney in particular can ill-afford a defeat on Tuesday.

While the clashes between Gingrich and Romney dominated the debate, Santorum drew applause from the audience when he called on the two front-runners to stop attacking one another and "focus on the issues."

"Can we set aside that Newt was a member of Congress ... and that Mitt Romney is a wealthy guy?" he said in a tone of exasperation.

There were some moments of levity, including when Paul, 76, was asked whether he would be willing to release his medical records. He said he was, then challenged the other three men on the debate stage to a 25-mile bike race.

He got no takers.

In the days since Romney's loss in South Carolina, he has tried to seize the initiative, playing the aggressor in the Tampa debate and assailing Gingrich in campaign speeches and a TV commercial.

An outside group formed to support Romney has spent more than his own campaign's millions on ads, some of them designed to stop Gingrich's campaign momentum before it is too late to deny him the nomination.

With polls suggesting his South Carolina surge is stalling, Gingrich unleashed a particularly strong attack earlier in the day, much as he lashed out in Iowa when he rose in the polls, only to be knocked back by an onslaught of ads he was unable to counter effectively.

Thursday night's first clash occurred moments after the debate opened, when Gingrich responded to a question by saying Romney was the most anti-immigrant of all four contenders on stage. "That's simply inexcusable," the former Massachusetts governor responded.

"Mr. Speaker, I'm not anti-immigrant. My father was born in Mexico. My wife's father was born in Wales. ... The idea that I'm anti-immigrant is repulsive. Don't use a term like that," he added.

At the same time, Romney noted that Gingrich's campaign had been pressured to stop running a radio ad that called Romney anti-immigrant after Florida Sen. Marco Rubio called on Gingrich to do so.

He called on Gingrich to apologize for the commercial, but got no commitment.

About an hour later, Romney pounced when the topic turned to Gingrich's proposal for a permanent American colony on the moon ? an issue of particular interest to engineers and others who live on Florida's famed Space Coast.

The audience erupted in cheers when Romney said he'd fire an executive who came to him with such a costly plan, but he wasn't finished.

He said the former speaker had called for construction of a new Interstate highway in South Carolina, a new VA hospital in northern New Hampshire and widening the port of Jacksonville to accommodate the larger ships that will soon be able to transit the Panama Canal.

"This idea of going state to state and promising people what they want to hear, promising hundreds of billions of dollars to make people happy, that's what got us into trouble in the first place," Romney said.

Gingrich responded that part of campaigning is becoming familiar with local issues, adding, "The port of Jacksonville is going to have to be expanded. I think that's an important thing for a president to know." He went on to refer to completion of an Everglades project that he did not describe, then noted he had worked to expand NIH while he was speaker.

Gingrich raised questions about Romney's wealth and his investments. "I don't know of any American president who's had a Swiss bank account," Gingrich said. Romney replied that his investments were in a blind trust over which he had no control. "There's nothing wrong with that," declared Romney, who has estimated his wealth at as much as $250 million.

Earlier Thursday, it was disclosed that Romney and his wife, Ann Romney, failed to list an unknown amount of investment income from a variety of sources including a Swiss bank account on financial disclosure forms filed last year. His campaign said it was working to correct the omissions.

Gingrich also failed to report income from his 2010 tax return on his financial disclosure. The former Georgia congressman will amend his disclosure to show $252,500 in salary from one of his businesses, spokesman R.C. Hammond said.

Debating in a state with a large and influential Jewish population, Romney and Gingrich vied to stress their support for Israel rather than criticize one another.

And all four men were quick to name prominent officials of Hispanic descent who deserved consideration for the Cabinet. Gingrich trumped the other three, saying, "I've actually thought of Marco Rubio in a slightly more dignified and central role," an evident reference to the vice presidential spot on the ticket.

Immigration was a recurring theme.

Gingrich said Romney was misleading when he ran an ad accusing the former House speaker of once referring to Spanish as "the language of the ghetto." Gingrich claimed he was referring to a multitude of languages, not just Spanish.

Romney initially said, "I doubt it's mine," but moderator Wolf Blitzer read it aloud and pointed out that Romney, at the ad's conclusion, says he approved the message.

As for immigration policy, it was difficult to discern their differences.

Both men said they want to clamp down in illegal immigration, create programs to make sure jobs go only to legal immigrants and deport some of the 11 million men and women in the country unlawfully.

Gingrich has never said how many illegal residents he believes should be deported, preferring to say that the United States is not going to begin rounding up grandmothers and grandfathers who have lived in the United States for years.

Romney agreed that was the case ? and Gingrich said that marked a switch in position.

"Our problem is not 11 million grandmothers," Romney said. "Our problem is 11 million people getting jobs that many Americans, legal immigrants would like to have."

Romney and Gingrich also exchanged jabs over investments in Fannie Mae and Freddie Mac, two mortgage giants that played a role in the national foreclosure crisis that has hit Florida particularly hard.

Gingrich said Romney was making money from investments in funds that were "foreclosing on Floridians."

Romney quickly noted that Gingrich, too, was invested in mutual funds with Fannie Mae and Freddie Mac. He then added that the former House speaker "was a spokesman" for the two. That was a reference to a contract that one of Gingrich's businesses had for consulting services. The firm was paid $300,000 in 2006.

Heigl would love to return to 'Grey's Anatomy' (AP)

NEW YORK ? Katherine Heigl wants to set the record straight: She loved the six seasons she played Dr. Izzie Stevens on "Grey's Anatomy" and would gladly return to the ABC medical drama.

"I would be thrilled if they asked. I think it would be just so wonderful to have the opportunity to just sort of round out the character, have a few episodes to just discover where she went, what she's doing now and (have) one more loving, romantic scene with Alex (played by Justin Chambers)," the 33-year-old actress said in an interview Wednesday.

Although it was rumored that Heigl left the show on bad terms, she said it was because she wanted to focus on her daughter, Naleigh.

"That was a really, really difficult decision," she said. "You know, you are always going to grapple with something like that because it was a great experience and I didn't really want to go. But I felt ... like I need to make her and my husband and our life together as a family my priority."

Heigl has been busy promoting her latest comedy, "One for the Money," with 3-year-old Naleigh joining her on the talk-show circuit. (Heigl is one of the movie's executive producers.)

The film, in theaters Friday, is based on the first book in the popular Stephanie Plum mystery series by Janet Evanovich.

Heigl stars as Plum, a New Jersey lingerie saleswoman-turned-bounty hunter charged with bringing in her high school flame.

AP: Why do you want to set the record straight about "Grey's Anatomy"?

Heigl: I feel like it was a very innocent question asked last week, and my first instinct and innocent answer was, `Oh yeah, I'd love to go back if they wanted me to.' And it's turned into this story! ... I wouldn't want anyone to feel misled or feel confused by my answer and I just want everyone to know, `Hey I love that show and I love that character just as much as you do.'

AP: Since leaving the show, you've starred in several romantic comedies. Are you worried about being typecast?

Heigl: They tend to be the movies I watch when I'm home and hanging out and want to relax. I want to watch Kate Hudson, I want to watch Reese Witherspoon, I want to watch all those great movies that make you feel good. So I loved being a part of them and I didn't mind being typecast, but any time you start to wander outside the box a little bit people start to get confused. ... This one is an interesting one because it wasn't a conscious decision not to do romantic comedy. ... The book explores so many different themes that in order to honor it properly and do right by it we couldn't just turn it into a romantic comedy.

AP: You're in a scene where you're naked and handcuffed to a shower-curtain rod. Was that scary to shoot?

Heigl: It was really nerve-racking and I'll tell you what ... seeing it on a very, very, very big screen at the premiere, it was a very different experience. I was like, man that was embarrassing. It's a lot of me.

AP: Did you have to mentally prepare for those scenes?

Heigl: We spent a lot of time joking around and being silly about it because it is so absurd and there are things you can do to sort of cover the most private bits, I guess, but they almost look worse ? the pasties look even more bizarre than if I had just gone for it.

AP: How has motherhood affected your career?

Heigl: My career had been my primary focus for a very long time and that's a very self-absorbed path. It's all about me. It's all about what I want. It's all about what I need. ... And having Naleigh in my life has put that all into a perspective that's much more peaceful and much more profound. I feel very blessed, very grateful to have it because I feel like I can breathe. ... When Naleigh is in a room, whatever that special and unique thing that child has puts me in a frame of mind and a place where I like myself better.

Obama Borrows from Republicans in State of Union Speech (ContributorNetwork)

Barack Obama ripped off key components of Jon Huntsman's stump speech during his State of the Union address. Obama also recycled Rick Perry's rhetoric and borrowed from Newt Gingrich.

Manufacturing Renewal

Huntsman "made increasing American manufacturing a central tenet of his economic platform" according to Shira Schoenberg of the Boston Globe. It was a centerpiece of his stump speech when he crisscrossed New Hampshire prior to the primary. Huntsman predicted that jobs that had been off-shored were going to be repatriated to the U.S. as foreign countries were losing their cost-competitiveness.

In Peterborough, Huntsman said, "That window is open and we need new policies to take advantage of it," according to the Bangor Daily News.

During his State of the Union address, Obama talked about his "blueprint for an economy that's built to last -- an economy built on American manufacturing," according to the White House transcript.

Obama also adopted Huntsman's "nation building here at home" theme. Huntsman had said the U.S. should not remain behind in Afghanistan for the purpose of nation building. Praising a "new greatest generation" of military personnel returning from Afghanistan and Iraq, Huntsman called for nation building here at home.

Talking about the military and his boosting of the Veterans Administration budget, Obama said, "it means enlisting our veterans in the work of rebuilding our nation."

Trust Deficit

Obama also borrowed the climax of Huntsman's stump speech, his "Trust Deficit" theme. Obama vowed to levy a fee on banks to aid mortgage holders whose homes are underwater as it "will give banks that were rescued by taxpayers a chance to repay a deficit of trust."

Huntsman took a hard-line against big banks, denouncing the "too big to fail" ethos, according to the Bangor Daily News. Huntsman proposed taxing America's six largest banks to raise revenue to reduce taxes on non-financial corporations, according to Time Magazine.

Obama adopted the same policy, but named a different beneficiary.

Later, Obama said, "I've talked tonight about the deficit of trust between Main Street and Wall Street. But the divide between this city and the rest of the country is at least as bad -- and it seems to get worse every year."

During the January 7 GOP presidential debate, Huntsman said, "...[W]e have a serious trust deficit in this nation. The American people now longer trust our institutions of power. And they no longer trust our elected officials," according to the Washington Post transcript.

Perry & Gingrich

When articulating his energy policy, Obama used Rick Perry's "all-of-the-above" phraseology.

In a May 2010 speech on educational financing, Perry said, "Texas has more nuclear power plants under development than any other state?as we continue to pursue our all-of-the-above strategy to meet our state's power needs," according to his official Web site. It's a phrase Perry used during his presidential campaign.

According to Time, Obama purloined the title of Newt Gingrich's book, "Winning the Future" when he told Congress "Don't let other countries win the race for the future."

Dealmaking on the studio's third installment in the raunchy comedy franchise is wrapping up after dragging on for months due in part to the salary demands of its three stars. Sources close to the negotiations say Bradley Cooper, Zach Galifianakis and Ed Helms are asking for $15 million each (against backend) to reprise their roles, and they now are likely to get it.

Lagarde urges Europe to boost growth and firewalls

(AP) ? Europe's stronger economies should do more to boost growth and beef up the defenses against the continent's debt crisis, the head of the International Monetary Fund said Monday.

After meeting with German Chancellor Angela Merkel, Christine Lagarde urged the leaders of the 17 countries that use the euro to deal with a crisis that's threatening the public finances of a number of countries and raising fears of another recession in the eurozone.

"There are three imperatives ? stronger growth, larger firewalls, and deeper integration," she said in a prepared text of her speech to the German Council on Foreign Relations. "Resorting to across-the-board, across-the continent, budgetary cuts will only add to recessionary pressures."

Lagarde, a former French finance minister, suggested that some of the stronger economies in the eurozone could deal with their own debts in a less aggressive way so they can shore up economic growth.

"Several countries have no choice but to tighten public finances, sharply and quickly," she acknowledged. "But this is not true everywhere. There is a large core where fiscal adjustment can be more gradual."

Germany, which has had to foot a large chunk of Europe's bailouts, has put austerity at the heart of the eurozone rescue effort and is reluctant to put more money into rescue funds.

Merkel and French President Nicolas Sarkozy have both stressed this month that boosting growth in the 17-nation eurozone is a priority ? though Germany, the region's biggest and strongest economy, still insists on strict budget discipline.

Like Merkel, Lagarde underlined the importance of countries pushing through structural reforms to boost their competitiveness and growth potential.

But she was outspoken on the need for a larger eurozone firewall, pointing to the risk that Italy or Spain "could potentially be forced into a solvency crisis by abnormal financing costs." Those two countries are far bigger than Portugal, Ireland and Greece, which already have received bailouts, and are considered too big for the eurozone's already-planned firewalls to handle.

Lagarde advocated increasing the size of the eurozone's permanent rescue fund, the euro500 billion ($650 billion) European Stability Mechanism, which is supposed to start work in July.

She called for "adding substantial real resources," in part by folding into the ESM what remains of the current, temporary euro440 billion ($570 billion) European Financial Stability Facility. That isn't currently planned.

Lagarde also said action by the European Central Bank "to provide the necessary liquidity support to stabilize bank funding and sovereign debt markets would also be essential."

The ECB has provided huge long-term loans to the eurozone's banks, but has been extremely reluctant to step up its limited program to buy government bonds, a program already viewed with suspicion by many in Germany.

Merkel's spokesman, Steffen Seibert, told reporters that Germany does not currently see the need to increase ESM funding, but did say that the chancellor was "prepared to talk about whatever our European partners bring to the negotiating table in Brussels."

On Sunday, Finance Minister Wolfgang Schaeuble brushed aside a question about the possibility of beefing up the ESM.

Schaeuble pointed to decisions made by eurozone leaders at a summit in early December.

"They said that we will reappraise it (the fund) in March, and we are going to take that time," he told ARD television.

Eurozone countries are currently thrashing out details of a budget-discipline pact, or "fiscal compact," championed by Berlin. Lagarde identified a need for it to go further.

"To complement its 'fiscal compact,' the area needs some form of fiscal risk-sharing," she said, pointing to "a number of financing options" such as jointly issued eurobonds or a debt redemption fund.

"Political agreement on a joint bond to underpin risk sharing would help convince markets of the future viability of European economic and monetary union," Lagarde added.

Merkel has fiercely resisted eurobonds, which are deeply unpopular in her center-right coalition, because they could drive up Germany's borrowing costs.

Lagarde said that she understands both the pain felt by those in European countries that have to make deep cuts and the feelings of those in countries that have been thrifty and are now being asked to help.

"But what we must all understand is that this is a defining moment," she said.

"It is not about saving any one country or region. It is about saving the world from a downward economic spiral. It is about avoiding a 1930s moment, in which inaction, insularity, and rigid ideology combine to cause a collapse in global demand."

What Will Mitt Romney???s Tax Returns Reveal? (ContributorNetwork)

CNN reports GOP presidential candidate Mitt Romney will release his 2010 income tax returns on Jan. 24. It will be a first for the candidate as the interest in his finances is high. Romney's vast wealth has come under scrutiny as he made hundreds of millions of dollars at Bain Capital, a company he chaired for over a decade.

Raw Figures

Romney's net worth is estimated as high as $264 million. That income comes from investments, speaking engagements and proceeds from his book entitled "No Apology: The Case for American Greatness." The Associated Press reports Romney said his effective tax rate was around 15 percent. Americans in the top income bracket pay a 35 percent tax rate on income that isn't made from investments.

Romney's income is taxed different if he makes it from investments or is self-employed. Romney wasn't employed at a company in 2010 as his ties with Bain Capital ended in 1999 when he ran for public office. Investments in stocks and savings accounts are taxed at a much lower rate than that of income as an employee paid by a company.

How much of Romney's income tax return released for public inspection will also be interesting. His itemized deductions for charitable donations and interest on mortgages (if any) will reveal how much of a philanthropist Romney is, in addition to how much his homes are worth.

Reasons for Release

Romney's reasons for the revelation to voters are two-fold. First is that he lost the South Carolina primary to Newt Gingrich. Romney's failure to release his tax return was termed a "mistake" by the candidate. The former governor of Massachusetts claimed his income tax return was a "distraction" in South Carolina and may have cost him the race.

Foreign Investments

One thing the income tax returns may or may not reveal is how much money Romney has tied up in the Cayman Islands. The Atlantic Wire reported three days before South Carolina's primary that Romney has at least $8 million in funds based in the Cayman Islands. That small Caribbean nation doesn't pay American income taxes on investments. Although it's not illegal, funds set up in the Caymans are generally used to avoid paying American income taxes.

No. 1 Kentucky cruises to 57-44 win over Georgia (AP)

ATHENS, Ga. ? Darius Miller came off the bench to score 19 points and Kentucky cruised in its first game since returning to No. 1 in the rankings, beating Georgia 57-44 on Tuesday night.

Miller, who had started eight of the previous nine games for the Wildcats (20-1, 6-0 Southeastern Conference), returned to the sixth-man role he had played earlier in the season. It didn't really matter. The senior made 7 of 8 shots, including all four from 3-point range.

Kentucky used spurts of 10-0 and 10-1 to build a 38-26 halftime lead. The Bulldogs (10-10, 1-5) never threatened in the second half, even though the Wildcats cooled off considerably. They went more than 5 minutes without scoring and made just 7 of 23 shots over the final 20 minutes.

Kentucky, which had been No. 1 in The Associated Press rankings for two weeks early in the season, returned to the top spot after Syracuse lost last weekend.

For one half at least, the Wildcats lived up to the billing against a rebuilding Georgia team that has lost five of its last six, but did start out with some inspired play before its first home sellout of the season.

Led by Nemanja Djurisic's 10 points, Georgia kept it close for much of the opening half. The Bulldogs withstood that 10-0 run by Kentucky and trailed only 23-22 with less than 6 minutes to go in the period.

Suddenly, the Wildcats turned it on. Kyle Wiltjer knocked down a 3-pointer, then passed to Michael Kidd-Gilchrist for a dunk. Dustin Ware answered for the home team with a 3-pointer, but that jumper with 5:01 remaining was Georgia's final field goal of the half.

Kentucky scored 10 of the last 11 points in the half, with Miller scoring seven straight on a 3-pointer and two jumpers from inside the arc.

Wiltjer added his second 3-pointer of the half, and the Wildcats went to the locker room with a comfortable 12-point lead. The Bulldogs staggered toward their tunnel with heads down, knowing they had given Kentucky their best shot and still faced a double-digit deficit.

In the second half, neither team played with much intensity and the crowd amused itself with dueling chants of "Go Big Blue!" vs. "U-G-A!" There certainly wasn't much to cheer about on the court, with Kentucky appearing to play down to its competition and Georgia never mounting much of a run.

Still, the Wildcats made it look easy with their 12th straight victory since their only loss, a 73-72 setback to Indiana on a buzzer-beating 3-pointer. They have won by an average of 17.3 points during the streak.

Kidd-Gilchrist was the only other Kentucky player in double figures with 14 points.

Ware led Georgia with 12 as Djurisic failed to score in the second half.

Fed to Introduce Game Changing Communications Policies ...

The Federal Reserve plans to introduce changes to its communications policies to the public on Wednesday, making it easier for the central bank to move ahead with another round of asset purchases later this year by helping to explain the need for additional stimulus.

However, officials have said that it has no plans for further easing so long as the economy continues to recover. The Fed has lately been able to focus on communication in large part because it no longer must devote all of its energy to crisis management. Fed Chairman Ben Bernanke has waited five years to make these improvements.

Central to the new policies is the plan to publish the predictions of senior Fed officials about the level at which they intend to set short-term interest rates over the next three years, including when they expect to end their commitment to keep rates near zero.? The Fed also will describe the expectations for the management of the central bank?s investment portfolio.

After a two-day meeting of the Federal Open Market Committee, which will begin Tuesday, the Fed will publish the first forecast, and may also publish a statement describing the its goals for the pace of inflation and level of unemployment, neither of which has ever been formalized.

By being more transparent, the Fed hopes to garner more public support for its policies. But several Fed officials have said they are hesitant to support new efforts to improve growth because they think monetary policy has exhausted most of its power since the last recession began. They have also expressed concern about inflation.

?Steady even if unspectacular growth accompanied by inflation in the neighborhood of 2 percent justifies some reluctance to change, in either direction, the F.O.M.C.?s accommodative policy,? said Dennis P. Lockhart, president of the Federal Reserve Bank of Atlanta.

However, the persistence of high unemployment requires that the Fed keep thinking about doing more, added Lockhart, though Fed officials have made clear that high unemployment in itself is insufficient cause for additional action, at least as long as inflation remains near 2 percent.

Arab League: Syria must transition to elections

Arab foreign ministers agreed Sunday on a new political roadmap for Syria that sees President Bashar Assad delegating power to a deputy and setting up a unity government as a prelude to early parliamentary and presidential elections.

Qatari Prime Minister Hamad bin Jassim al-Thani told a news conference after a meeting of Arab foreign ministers in Cairo that the Arab League would take its initiative to the U.N. Security Council and ask for its endorsement.

Earlier Sunday, the ministers extended a much-criticized monitoring mission to Syria for a month, but Saudi Arabia said it was withdrawing its observers.

"My country will withdraw its monitors because the Syrian government did not execute any of the elements of the Arab resolution plan," Prince Saud al-Faisal told fellow Arab foreign ministers meeting in Cairo.

"We are calling on the international community to bear its responsibility, and that includes our brothers in Islamic states and our friends in Russia, China, Europe and the United States," Saud said, calling for "all possible pressure" to push Syria to adhere to the Arab peace plan.

Saudi Arabia has been one of the harshest Arab critics of the crackdown, It recalled its ambassador from Damascus last year in protest.

Also Sunday, Syrian forces and army defectors clashed in a suburb of the tightly held capital of Damascus ? a sign that citizen protests against President Bashar Assad might turn into civil war.

The observer mission is supposed to be the first step toward implementing an Arab League plan to end the Syria crisis. Other points are pulling heavy Syrian weapons out of cities, stopping attacks on protesters, opening talks with the opposition and allowing foreign human rights workers and journalists in.

"There is partial progress in the implementation of the promises," Arab League chief Nabil Elaraby said in Cairo about Syria's implementation of the plan. Syria "did not carry out all its promises, although there are some implementation of pledges."

He added that the use of "extreme force" by Syrian forces have led to a reaction by the opposition "in what could lead to civil war."

So far the observer mission has not gone well. Though some credit it with tamping down violence in some places, the Local Coordination Committees activist group said Sunday that 976 people, including 54 children and 28 women, have been killed since the observers began their mission last month.

The U.N. estimates some 5,400 have been killed since it began in March.

The New York-based Human Rights Watch called on the Arab League to "maximize" the effectiveness of the mission of the observers in Syria "to stop the killings."

"The deployment of the observers, has been disappointing ... Assad played games with observers," by moving around forces instead of removing them from cities, while the killing continues, Kenneth Roth, the executive director of Human Rights Watch, said in a statement.

The Arab League faced three options Sunday: ending the mission and giving up its initiative, extending it, or turning the crisis over to the U.N. Security Council, as some opposition groups have urged. There, however, it would face a possible stalemate because of disagreements among permanent members over how far to go in forcing Assad's hand.

The mission's one-month mandate technically expired on Thursday.

The pullout of Assad's security forces from the Damascus suburb of Douma marked the second time in a week that troops have redeployed from an area near the tightly-controlled Syrian capital, an indication that Assad might be losing some control.

Diplomacy has taken on urgency as opponents of Assad's regime and soldiers who switched sides increasingly take up arms and fight back against government forces.

The British-based Syrian Observatory for Human Rights' head Rami Abdul-Rahman said government troops had pulled back early Sunday to a provincial headquarters and a security agency building in the Damascus suburb of Douma after hours of clashes, although they still controlled the entrances. The clashes broke out after Syrian troops opened fire at a funeral on Saturday.

On Sunday afternoon, the battles resumed between the defectors and troops loyal to Assad, according to the Observatory and the Local Coordination Committees, another activist group. The LCC said that heavy machine gun fire was used in the clashes, and five people were killed.

Abdul-Rahman had no information on casualties from the clashes but said security forces at an entrance checkpoint shot dead one man who was passing by on Sunday. He added that one person was shot dead in a nearby town of Rankous as well as another person in the northwestern province of Idlib.

The LCC said 12 people were killed in Syria Sunday. The LCC and the Observatory reported intense gunfire in the central city of Homs that left at least one person dead.

State-run news agency SANA said gunmen opened fire at the car of an army brigadier general, killing him and another army officers who was in the vehicle.

Syria-based activist Mustafa Osso confirmed that security forces had abandoned Douma.

A video posted by activists on social media showed five masked gunmen, one of them in uniform, who read a statement saying, "the city of Douma has been liberated from Assad's gangs." He warned Syrian troops not to try enter Douma or defectors would "fire rockets at the presidential palace" in Damascus and execute five prisoners they are holding.

The Associated Press could not verify the authenticity of the video.

Also Sunday, state-run SANA, said an estimated 5,255 Syrian prisoners have been released over the past week under an amnesty, raising the total freed since November to more than 9,000. Opposition groups say thousands are still being held.

The U.S. has imposed sanctions on Syria as the bloodshed escalates. The U.S. has long called for Assad to step down, and officials say his regime's demise is inevitable.

Two U.S. Senators plan to introduce a bill to stiffen the sanctions.

The bill, sponsored by Democratic Senators Charles Schumer and Kirsten Gillibrand of New York would require President Barack Obama to identify violators of human rights in Syria, call for reform and offer protection to pro-democracy demonstrators. It would also block financial aid and property transactions in the United States involving Syrian leaders involved in the crackdown.

Funny, flirty Tweeting back and forth isn't exactly typical of couples that just broke up, but it's what Avril Lavigne and Brody Jenner are up to apparently.

"It really upsets me to read all the FALSE!! stories," Jenner tweeted, just after his split from his girlfriend of two years, referring to what, we don't know.

"Avril has always been there for me and is the closest person to my heart. I love her." Avril quickly responded: "luv u 2!!! @BrodyJenner," she wrote.

While that may not sound like a typical couple of folks who have recently parted ways, rest assured, that's one couple that's most definitely ... parted ways.

As for those love declarations? Avril is "the kind of girl who stays in touch with her exes" and often tells ex-husband Deryck Whibley the same thing.

So basically, no big whoop.

(AP) ? One of the world's smallest surviving babies was discharged Friday from the hospital where she spent nearly five months in an incubator ? but not before getting the Hollywood treatment.

Wearing a pink knit hat and wrapped in a pink princess blanket, Melinda Star Guido was greeted by a mob of television cameras and news photographers outside the Los Angeles County-USC Medical Center.

"I'm just happy that she's doing well," said her 22-year-old mother Haydee Ibarra. "I'm happy that I'm finally going to take her home ... I'm just grateful."

Melinda was born on August 30 weighing just 9 1/2 ounces, less than a can of soda. She was so tiny that she fit into her doctor's hand. Melinda is believed to be the world's third-smallest surviving baby and second smallest in the U.S.

Now weighing 4? pounds and breathing through an oxygen tube as a precaution, doctors said Melinda has made enough progress to go home. Her brain scan was normal and her eyes were developing well. She also passed a hearing test and a car seat test that's required of premature babies before discharge.

It's too early to know how she will do developmentally and physically, but doctors planned to monitor her for the next six years.

"I am cautiously optimistic that the baby will do well, but again there is no guarantee," said Dr. Rangasamy Ramanathan, who oversees preemies at the hospital.

Most babies as small don't survive even with advanced medical care. About 7,500 babies are born each year in the U.S. weighing less than 1 pound, and about 10 percent survive.

Melinda has come a long way since being delivered by cesarean section at 24 weeks after her mother developed high blood pressure during pregnancy, which can be dangerous for mother and fetus.

She was whisked to the neonatal intensive care unit where she breathed with the help of a machine and received nutrition through a feeding tube. Infants born before 37 weeks are considered premature.

Even after discharge, such extremely premature babies require constant care at home. Their lungs are not fully developed and they may need oxygen at home. Parents also need to watch out for risk of infections that could send infants back to the hospital. Even basic activities like feeding can be challenging.

"They may need extra help and patience while they learn to eat," Dr. Edward Bell, a pediatrician of the University of Iowa who runs an online database of the world's smallest surviving babies born weighing less than a pound.

The list features 130 babies dating back to 1936 and does not represent all survivors since submission is voluntary. Melinda was not eligible to be included until she was discharged.

Two years ago, Bell published a study in the journal Pediatrics that found many survivors have ongoing health and learning concerns. Most also remain short and underweight for their age.

There are some rare success stories. The smallest surviving baby born weighing 9.2 ounces is now a healthy 7-year-old and another who weighed 9.9 ounces at birth is an honors college student studying psychology, according to doctors at Loyola University Medical Center in Illinois where the girls were born.

Soon after birth, Melinda was treated for an eye disorder that's common in premature babies and underwent surgery to close an artery. Ibarra held Melinda for the first time after the operation in November. Her parents said the toughest part was battling traffic after work every day to see their daughter.

Some volunteer vacations will still require a hefty up-front charge to participate and don't include airfare. Others are totally free while you're participating. The price difference is directly related to the work your doing, the insurance required, and the materials needed. Teaching English to a farmer in Poland isn't all that dangerous, but diving into the sea to film turtles hatching is.

That said, any money you do pay can be written off as a charitable contribution on your taxes. As a general rule, you can write off any expenses you pay to the organization as long as they're a non-profit. Any non-profit you enroll in will have a 501(c) designation somewhere on the website. You can also search the government's registry to make sure the organization qualifies as tax-deductible. Your airfare, Visa, and travel-related expenses are also tax-deductible if you volunteer an average of eight hours a day.

If you've decided a volunteer vacation might be a good idea for your next trip, it's time to get to research. Let's look at a few of the sites you can use to find opportunities and verify you're volunteering for an organization you're comfortable at.

How to Find a Volunteer Job That's Right for You

You won't find a bunch of deal aggregation sites that filter everything for you in a neat pattern. Instead, your best bet is to go directly through the non-profit. Here are a few places to get you started on your search:

  • American Hiking Society: As far as I'm concerned, if you're going to wander off into the American wilderness and go hiking, you might as well improve on the trails and area as you go along. From my own experience, volunteering with the American Hiking Society is a blast for a number of reasons. If you're a beginner camper, it sticks you with people who know what they're doing so you can learn the ropes. The work itself is as simple as constructing steps or transporting vegetation. You pay a $245 membership fee, but everything is free, including meals, boarding, and park fees.
  • World Wide Opportunities on Organic Farms: This one is simple: work on a farm and get free boarding and food for your stay. You can do this around the world and for the most part, you know exactly what to expect. It's not easy work, but it might be worth it for the savings.
  • Habitat for Humanity: Remember when we mentioned building houses earlier? Right, this is where you volunteer to do it. Experience isn't as necessary but you should be physically capable.
  • Global Volunteer: This site isn't exactly the cutting edge of travel booking, but it gets you the information you need. As the name suggests, Global Volunteer is best for global trips and is at its best at providing information about volunteering in Africa and Asia. The work ranges from teaching English to building homes.
  • Sierra Club: If you're the type of person to spend your vacations outdoors, the Sierra Club's offering might be appealing. They usually cover the rooms, food, and materials you need, but they can get pretty costly. The benefit? On top of volunteering you also get to surf in the oceans off New Zealand or service trails in Hawaii.
  • Idealist: Idealist is a massive database of volunteer opportunities from around the globe. It's not geared directly toward volunteer vacations, but as a search engine, it's a good place to start and find the non-profits working in the country you're interested in visiting. You can find temporary volunteer opportunities that offer housing and food.
  • VAOPS: The site is not pretty, but what it does, it does well. Instead of concentrating on the middleman (and adding cost), VAOPS gives you links directly to the charities so you can plan through them. This means you can find zero cost trips easily. Transitions Abroad is a similar service.
  • STA Travel: If you're a student or teacher, you can use the already cheap STA Travel to find and book a volunteer vacation. These are typically on the pricier side, but include more "adventure" style vacations where you're chasing down sharks for rescuing turtles for a week.

If you're using one of the above search engines, keep in mind it's possible to use them as a suggestion as opposed to a booking agent. If you find a cause you're interested in and a location you'd like to go, try visiting the non-profit itself to see if you can schedule directly through them.

If you are planning on leaving the country, don't forget that aside from a Visa, you also might need vaccinations. The CDC provides a list of what you need. You should also do a little research into the non-profit to make sure it's legit. Charity Navigator, GuideStar, and The Better Business Bureau are good places to research before making plans.

Now that we have an outline of the resources available, let's go ahead and plan a sample trip and see how much money we can save in the process.

Book a Trip to Hawaii and Save $1,000

While I've done smaller jaunts in North America, I've never gone for the full-force two-three week volunteer vacation across the globe. Personally, I've always had a desire to visit and work at the Chernobyl disaster site in Ukraine, but since I imagine most people don't share that desire, let's go with something a bit more exciting: Let's plan a volunteer vacation to Hawaii.

Step 1: Find a Volunteer Opportunity in Hawaii

An average price for a hotel on one of the islands of Hawaii is around $100 a night (though you could easily find a more expensive hotel). A flight will cost about $850-$900 from the U.S. during most times of the year. So for a trip to Hawaii for one person and not included meal expenses we're looking at around $1,450.

Searching the sites above, I came up with two appealing options:

  • Sierra Club's hiking and service in Kauai ($945 + airfare): This trip requires moderate work on trails in a national park across a seven-day period and includes meals, in country transportation, and boarding. The work takes about eight hours a day and involves picking up trash, moving rocks for trail posts, and removing exotic plants. Three of the days are devoted heavily to work, while the rest of your time can be spent however you see fit. It's more expensive than the cost of a hotel, but gets you to the outdoors with people who know what they're doing.
  • American Hiking's Iao Valley State Park vacation ($245 + airfare): This trip also requires some moderate work on trails in a state park. You will be doing the same type of work as the Sierra Club for about eight hours each day. The price includes meals, permits, and boarding. As the cheaper option, this is the most appealing. A shared cabin isn't a hotel, but if you're in Hawaii, you shouldn't be spending too much time indoors anyway.

Deciding on the location and volunteer work is just the first step. Unlike a regular vacation, volunteer work requires you to apply to make sure you're capable of doing the work. This application process typically takes a week and can be submitted online. These aren't hard hitting questions. They typically cover your experience, physical condition, and volunteer history. Not having experience doesn't immediately bar you from participating, but the application process works to vet people who might be in over their head. Make no mistake about it, this will be work no matter what type of volunteering you do.

Before you settle on your plan, request an information packet and itinerary for your visit. This will help you make your final decision and guarantee no surprises will ruin your trip.

Once you hear back from the non-profit and are accepted, you can book your flight through any channel of your choosing. If you're getting picked up at the airport by the volunteer service they'll give you a time slot to shoot for. The same goes for the returning flight. Step 2: Figure Out What You Need

How to Book a $1700 Vacation for $700 by VolunteeringWorking in a foreign place is difficult enough as it is, but doing it without the proper gear is going to make your life miserable. You will receive a packing list from the volunteer organization of everything you need. Follow this as closely as possible. In addition to normal vacation items like clothes and a toothbrush, we'll need: a sleeping bag, rain jacket, hiking boots, mosquito repellent, and a day pack for this trip.

Step 3: What To Do When You Arrive

For many of these vacations, you get picked up at the airport with a group of other participants on the first day. They take you to the volunteer site and let you unwind before giving you an orientation on the program. Depending on where you are and what type of work you're doing, this will vary from a primer on cultural customs to a brief walk around the work site.

In our American Hiking Society example, we're not getting picked up at the airport. According to Google Maps, no good bus system gets us from the airport to the volunteer site, so we'll take a cab. At $3 a mile, a cab will cost about $24.

Once we arrive, we get checked in and go to the cabin to meet the rest of the volunteers. For the next week, we'll be cleaning up trails, taking hikes, and enjoying the wilderness of Hawaii. Meals are provided by our host, as is a plan for every day of the week. Sure, a big chunk of our day is work, but at least we're in a great location.

The Final Cost Breakdown

Before we break down the cost, we need to add a meals to the regular vacation. For three meals at an estimate of $10 a meal, we can add an additional $200 to the minimum cost. Every trip is going to net different results, but it's a fair starting point.

But we're not done yet. We volunteered for the full duration of our stay in Hawaii so the entire trip is tax deductible.

Donations to the American Hiking Society are completely tax deductible. This includes the plane fare, cab, and any additional fees incurred. For a full list of what you can deduct from your volunteer vacation, check out the IRS Publication 526 or get in touch with a tax professional. Your tax situation is different from mine, but for someone like me, a $1,100 tax deduction can add an estimated $400 to my rebate. This drops our basic cost to $700. Not bad for a week long trip to Hawaii.

Volunteering on your vacation isn't for everyone. Nor is it for every trip you take. It is a good way to explore a part of the world you would not otherwise see or be able to afford. If you're a student, it's a great way to get experience in the field by volunteering on a science expedition. Even as a working adult, these experiences are worth your resume. Personally, I see it as a way means to go on a trip and interact directly with a culture or landscape without the need for rental cars, bus schedules, or complicated itineraries. Plus, if worked right, it's a heck of a lot cheaper.
